Job Description:
 1. Background The International Rescue Committee (IRC) provides humanitarian aid to those uprooted or affected by conflict and oppression in more than 40 countries. In Pakistan, IRC has been offering comprehensive services to Afghan refugees for more than 30 years, including quality health care, education, water, sanitation, vocational training and information on repatriation. IRC is now also using its vast experience in Pakistan to help local communities living alongside the refugee population, as well as those worst affected by natural disasters as well as Man Made Conflict such as the 2005 earthquake, Tribal Agency conflict, Malakand Division conflict and 2010 flood.

2. Purpose of the consultancy The purpose of the consultancy is to formulate Monitoring & Evaluation framework for Protection program and also design, develop integrate M&E modules with protection databases. Lot of ground work has been done by the programme database section which needs to be carry forward, further refined and completed. Consultant will be in close liaison with Protection Database manager and Deputy Coordinator Protection and liable to fulfill below requirements as per defined scope of work.

General requirements · Review current data collection toolkit, data setups and program plan. Propose and formulate M&E framework in compliance with program plan, program evaluation policy and pre-defined targets and coverage areas. Identify KPI based on LFA, Toolkit SOPs and current data sets of Protection Formulate progress monitoring mechanism and deviations controls. Formulate Impact assessment mechanism and based on trends analysis, ad-hoc surveys and participatory feedback from beneficiaries. Develop user friendly tools/software for conducting M&E tasks. Develop a functional M&E database incompliance with current IS standards of Protection. Integrate M&E Tools with current databases for real-time monitoring and evaluation.

Specific Requirements Prepare M&E guidelines and M&E framework documents.
Design, develop, and implement functional M&E tools, including:
o Program plan input Module,
o KPIs and targets, coverage entry modules.
o Link M&E database with current Information Systems
o Real-time progress monitors Reporting module
o Program plan report (Monthly, Quarterly, Yearly and cycle-wise)
o Program progress report
o Impact and outcome visuals/trends/graphs etc.

3. Deliverables
1. Preliminary drafts, feasibility study, alternatives and proposed solutions.
2. A documented copy of M&E framework with list of KPIs.
3. Documented copy of M&E guidelines/SOP/reporting templates.
4. Software and related technical document.
5. Completion report.

4. Duration of the Consultancy: 7 weeks

5. Logistics · The consultant will arrange his own travel and lodging during consultancy tenure.

6. Payment As full compensation for the services rendered pursuant to this contract, IRC shall pay the Consultant in one installment after the submission of all deliverables.  

Skills Required:  
The consultant should posses the following qualifications:
1. Post graduate degree in any relevant field.
2. 5 years professional work experience in developing, implementing and managing Information System/databases/M&E systems for humanitarian purposes.

3. Professional technical knowledge/expertise in methodology of M&E, including theories, standards and models, quantitative/qualitative/ mixed methods, validity/reliability testing of data, data analysis and interpretation, and statistical inference methods.
4. Professional technical knowledge/expertise in Activity Monitoring & Evaluation, Evaluation Design, data analysis, and reporting.
5. Good exposure to development sector consultancy assignments.
